the latest wget by now is 1.12 branch
it is quite difficult to find a windows binary by googling
the latest you may found it 1.11.4 which is build by MSVC
http://users.ugent.be/~bpuype/wget/
and I can tell that the latest wget 1.12 is in getgnuwin package
(but the file size is a bit large compare to the MSVC one)
